DNR Rights-of-Way Specialist Property and Acquisition Specialist 4 Recruitment # 2015-12-6771-12609 SALARY RANGE:$4,134 - $5,424 per month including a comprehensive benefit package and retirement. This great opportunity is located in scenic and family friendly Olympia, Washington. This position independently supports region and agency efforts to acquire easements, grant easements and resolve trespasses. This position serves as an agency expert on rights-of-way granting, acquisitions and cost sharing. This position performs professional level rights-of-way work including providing advice and mentoring to the regions on rights-of-way topics and projects, independently managing projects, reviewing complex contracts and easements, problem-solving, negotiating, and program development. Project management responsibilities include identifying and prioritizing region easement needs and external easement requests and then defining specific projects by identifying the issues, developing a plan for resolving the issues and pursuing resolution. This requires working closely with region and division staff, requestors of access, timber companies and attorneys. It also requires negotiating changes in business practices and documents with external parties. This position negotiates regularly with private landowners, corporations, tribes and governmental agencies. Easements cover a broad range of uses including roads, utilities and agricultural uses. Each easement is complex, requiring scoping, negotiation, title research, and strategic thinking. This position also serves as a DNR Rights-of-way Program project manager for land use license granting. It is responsible for leading the processes for DNR Region and Division staff to administer existing licenses and grant new licenses. Land Use Licenses cover a broad range of uses including stream restoration projects, bee-keeping, military exercises and represent all the miscellaneous uses of state lands. Each license is complex, requiring scoping, negotiation, and strategic thinking. REQUIRED QUALIFICATIONS: *Bachelor's degree in natural resources, engineering or real property related field; *Minimum 2 years professional experience in rights-of-way, land transactions, forestry, engineering or surveying. DESIRABLE QUALIFICATIONS: Any of the following: *Minimum 2 years' experience working on timber industry or federal cost share agreements. *Minimum 2 years' experience designing or constructing forest roads. *Minimum 2 years' experience with environmental permitting and negotiation. SPECIAL POSITION REQUIREMENTS AND WORKING CONDITIONS *The incumbent in this position is required to travel. Travel is estimated at 10-20% of time for meetings and some field visits. *Must have a valid driver's license and have two years of driving experience. This position requires driving as an essential function. Employees who drive for state business, whether in a state or privately-owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements.
