Position Title: Program Specialist
Employment Status: Full-time, Salaried
Reports To: LWOG Watershed Coordinator
Office Location: 6800 Nimbus Road, Longmont, CO 80503
Salary Range: $35,000-$45,000 annually
 
General Description
The successful applicant will be a motivated, independent, enthusiastic 
problem-solver who is capable and willing to serve the larger purpose of 
restoring an environment and community that survived a recent disaster. 
The Program Specialist is challenged to assist the watershed coordinator 
in executing day-to-day management and administrative tasks. The 
specialist will provide support for Lefthand Watershed Oversight Group 
(LWOG) meetings, grant submittals and tracking, and restoration project 
implementation in a community of diverse situations and needs. This will 
require communication and interpersonal and project management skills. 
Technical expertise or knowledge in river restoration and watershed 
science is desired. In this position, you will collaborate with other 
Colorado Watershed Coordinators and Program Assistants, as well as 
local, county, state, and federal agencies involved with watershed 
management. You will also be working with contractors, engineers, and a 
wide variety of natural resource professionals. Training, networking and 
career development opportunities will be offered in the performance of 
these duties.

 
Supervision Received and Exercised
The program specialist shall work under the direction of the Watershed 
Coordinator in carrying out the activities and functions of LWOG.
 
Examples of Duties
Primary duties include, but are not limited to, the following:
 

·       Provide assistance to the Coordinator in restoration planning 
and implementation tasks including:

o   Using the Watershed Master Plan to evaluate priority projects in an 
efficient and compliant manner ensuring collaboration with all 
stakeholders. 

o   Research potential funding sources help develop a strategy to fund 
project implementation and long term maintenance and monitoring

o   Track restoration project status during planning, implementation and 
monitoring phases. 

·       Complete education and outreach tasks including updating 
website, developing a newsletter, developing a landowner database, 
organizing outreach and volunteer events, developing an LWOG marketing 
strategy, and developing an LWOG Membership program.

·       Assist coordinator in providing landowner assistance including 
developing a stream stewardship program to educate and inform landowners 
on appropriate stream stewardship techniques.

·       Assist coordinator in preparing for and conducting LWOG Board 
meetings and ensuring compliance with the CDBG-DR Capacity Grant 
requirements.

·       Oversee consultants conducting restoration planning and 
implementation projects, as appropriate.

 

Desired Qualifications:
·       Bachelor's Degree and 1-2 years’ experience working in a 
professional environment or equivalent.  Natural resource, hydrology, 
environmental planning and GIS experience will be helpful.  
Understanding of watershed and restoration science desired.

·       Ability to express compassion in addressing resident and 
landowner issues. 

·       Excellent skills in interpersonal relationships, organizational 
effectiveness, and community outreach.

·       Well organized, self-starter, detail-oriented, and adaptable 
with the ability to manage both routine and complex tasks 
simultaneously.
·       Familiarity with watershed concepts and processes of sediment 
dynamics and modification of flood plains, channels, and aquatic and 
riparian habitats as a result of flooding.
·       Familiarity with Colorado water issues/politics.
·       Ability to prepare meeting materials and presentations and 
assist in facilitating meetings.

·       Writing, presentation and public relations skills.

·       Ability to work independently, establish work priorities and 
manage time effectively.

·       Proficiency in the use of MS Word and Excel, ability to learn 
new computer applications, with preference given to candidates who have 
an understanding of geographic information systems (GIS) and their use 
in watershed planning, and website development and maintenance.

·       A valid Colorado Driver’s License and ability to pass background 
check including a good driving record. Must have own vehicle, mileage 
reimbursement available.
 
Working Conditions
Work is performed inside and outside both day and night, under varying 
and extreme weather conditions, and could include frequent driving of 
employee’s personal vehicle. Field conditions will include steep, 
unstable terrain, proximity to fast-moving water, proximity to highway 
traffic, and typical conditions associated with travel in the foothills 
and plains of the Rocky Mountain region.  Work may include working 
weekends.  Work includes but is not limited to exposure to sun, noise, 
dust, fumes, smoke, gases, and oils, moving vehicles, lifting and 
carrying up to 50 pounds, bending, stooping, squatting, crawling, 
kneeling, pulling, pushing, reaching overhead and above shoulders, use 
of both hand and fingers, climbing stairs and ladders, walking, 
standing, and sitting for extended periods of time.  Coordination of 
eyes, hands, legs, and body is needed.  Must have correctable near and 
far vision, ability to hear, speak, and write.  Work also includes the 
ability to understand and follow oral and written instructions, and the 
ability to utilize communication equipment.

Salary and Position Details
Salary range: $35,000 to $45,000 with benefits including paid time off 
(holiday, sick, vacation and personal leave) and employer contribution 
to a retirement plan. The location of the office for the position will 
be at the Left Hand Water District office, 6800 Nimbus Road in Longmont 
CO. The initial engagement length of the position is one year with 
intention of continuation for 2.5 years and beyond.
