>POSITION PROFILE:
>
>
>
>This position oversees the agency's Contaminated Sediments Program. This
>includes providing the agency with toxicological expertise through the
>review and evaluation of toxicological studies and technical data and
>renders professional analysis to agency management on the effects of
>contaminated sediments to human health and aquatic organisms. These
>analyses are used to evaluate the effectiveness of proposed cleanup
>plans to ensure the proprietary interests of the state are addressed.
>
>This position also represents the agency on advisory committees,
>interagency task forces and other venues where toxicological expertise
>is required.
>
>To facilitate achieving these results, the position supervises the
>Sediment Quality Unit, a group of 5-6 professional staff, within the
>Program Development Section of the Aquatic Resources Division.

>MAJOR RESPONSIBILITIES INCLUDE:
>
>
>
>*Evaluating scientific and technical information and other toxicology
>data to determine potential adverse health and/or ecological effects of
>exposure to environmental chemicals and materials.
>
>*Represents the agency on advisory committees, interagency tasks forces,
>and other venues regarding sampling and site cleanup, determining
>environmental and financial liability, natural resource damage
>assessment activities and the fate, transport and effect of contaminated
>sediments on the environment.
>
>*Sampling and site cleanup, liability, and natural resource damage
>assessment activities related to the federal Comprehensive Environmental
>Response Compensation and Liability Act (CERCLA), the federal Oil
>Pollution Act (OPA), federal Clean Water Act (CWA), the state Model
>Toxics Control Act (MTCA) and Water Pollution Control Act (WPCA).
>
>*Develops and directs the development of DNR policies related to
>contaminated sediment sites and the potential adverse health and/or
>ecological effects of exposure to environmental chemicals.
>
>*Supervision and leadership of the Sediment Quality Unit, located within
>the Program Development Section, consisting of 5 to 6 professional
>environmental staff.
>
>
>
>REQUIRED EDUCATION, EXPERIENCE & COMPETENCIES:
>
>
>
>*A Master's degree involving major study in toxicology or environmental,
>physical, or natural sciences with a major emphasis in toxicology and
>three years of professional level experience in toxicology
>
>- OR -
>
>*A PhD in one of the above fields and one year of professional- level
>experience in toxicology.
>
>- AND -
>
>*Knowledge of toxicology information, regulatory issues and statistics.
>Knowledge of applicable state (MTCA), federal (CERCLA, OPA), and local
>environmental regulations and policies. Knowledge of methods for the
>development of a contaminated sediments program.
>
>*Demonstrated senior-level expertise in employing applied toxicology to
>address potential health impact issues resulting from human exposure to
>environmental contaminants
>
>*Recognizing emerging contaminated sediment issues, their impact on
>human health and the environment, and conduct advance planning to
>address those issues
>
>*Demonstrated ability to lead professional staff, supervising daily,
>weekly, monthly, and yearly activities, recruiting, training, coaching,
>supporting, and guiding staff products and career development efforts.
>
>
>
>DESIRED QUALIFICATIONS:
>
>
>
>*Education with a specific focus on aquatic resource sciences,
>management, and/or regulation.
>
>*Extensive education or experience in remediation of contaminated
>sediment under CERCLA, MTCA, and/or OPA from aquatic lands in the
>Pacific Northwest.
>
>*Knowledge of the role of DNR and the management of state-owned aquatic
>lands.
>
>
>
>SPECIAL POSITION REQUIREMENTS AND WORKING CONDITIONS

>*Must have a valid driver's license and have two years of driving
>experience.

>*Must be at least 18 years of age at the time of hire.
