Hi Justin,

I operate a blog called SpeakUpForBlue.com, which is an environmental blog 
dedicated to supporting Ocean Conservation Efforts. My site has similar 
characteristics to what you want in that it has static information (as Pages) 
and updated information (Blog Posts). 

If I understand you correctly, you are looking for a content management system 
like Wordpress. You can start a Wordpress site in a couple of hours. Wordpress 
gives you 2 options to how you want to run your blog:
1) Wordpress.com - This option is completely free but you would have your 
domain name attached to wordpress.com (i.e. speakupforblue.wordpress.com). You 
can run the blog without any problems, but you are limited in what you can do; 
and,
2) Wordpress.org - This option requires a bit of a financial investment, but 
not too much.  You will need to buy a domain name and a hosting account (both 
can be done with godaddy.com). You can add plugins to help make your blog more 
entertaining for the reader and more efficient to operate (that would be for 
you).

There are hundreds of thousands of themes out there...many of them are free 
(most cost $30-$80). 

Posting is easy for anyone who knows a bit about computers.  There are also 
many videos and articles on starting a blog using Wordpress.
