According the DS-525, the issue of embargoed items is documented as a warning 
in our Documentation:
https://wiki.duraspace.org/display/DSDOC/System+Administration#SystemAdministration-Movingitems

If anyone disagrees with how embargoed items were/are handled by DS-525, I'd 
suggest opening up a new issue relating to that (which we can add a new patch 
to as necessary).  In my opinion, this current issue (DS-906) seems unrelated 
to that question, as it doesn't even mention embargoed items in the title or 
description (rather its title/description is almost an exact duplicate of 
DS-525).
