I was rejecting it. Just making recommendation for future reference. There will
be many reasons to need special behavior on the policies applied to the item
and bitsream. Consider that embargo will be broken if you just overwrite with
default policies. In this regard rhis may not be duplicate, but clarify that
more thought needs to go into the behavior. Note: all that needs to happen to
have abusiness tier is to agree it exist and flag code/classes as belonging to
it.
