These seems like an odd feature for DSpace to have.  There are many other 
better "monitoring" solutions available, and usually as a system admin you want 
your monitoring software to reside on a different server (so that it can also 
monitor whether or not the server is even up or online).   We feel like it'd be 
more appropriate to use normal monitoring software.  There are even free, 
online monitoring options available which already do this for you (e.g. 
Mon.itor.us : http://mon.itor.us/)
