"Starts with" navigation block should not display when browsing by specific
value

Steps to replicate:
1) Browse by Author (entire instance)
2) Choose a specific author
3) Click on a specific letter: A, B, C, D, E
Expected result: clicking on a letter would return me to the Browse by author
index for that letter
Possible solutions:
1) Simply remove the "starts with" block when browsing with a specific value
2) Have the "starts with" block navigation return the user back to the main
browse index (would need to strip out value param from URL)
