Submission process show previous button in JSPUI also if the step is the first

In the JSPUI we don't take care of the "visible" status of a step to
determinate if there is or not a previous step.
i.e. if you add an "invisible" step as first step of the item submission
process (just after the select collection) you get the previous button in the
first page that is showed to the user (normally the describe step).
This happen for example if you use the SkipInitialQuestion step. The xmlui is
not affected by this bug
