After small typo that's applied but not yet merged to kernel (I mean, this one http://lists.freedesktop.org/archives/dri-devel/2014-August/065974.html) I've successfully echoed any power level to power_dpm_force_performance_level without any errors. It seems radeon_dpm_thermal_work_handler sometimes triggers even without suspend to RAM and caps powerlevel to low.
