It may be to do with me doing rpi-update (see previous response to Hamish and 
below).

Yes.  Hamish pointed that out.  I was following the tutorial on Stretch to 
Buster which is now a bit out of date....

I'm about to start building an new SD Card.  I'll give wireguard one more try 
and then go back to PiVPN.
