They often say ‘unlocked’ so I'm assuming they were provided as part of
a contract locked to a supplier which might be why there's a lot of them
about.

Yes, PCI express cards with only one or two FXO on petered out about
2015.

I did find https://www.voipsupply.com/patton-electronics-sn4112-jo-eui
which is the Patton 4110 model with two FXO ports.  Bit pricey though.
