I am Lucien Gentis from the french translation team.
As you can read it in this page :
http://httpd.apache.org/docs-project/translations.html , your
translations have to be reviewed by another russian speaking person
before it can be commited.
Rightly, a few months ago, someone has submitted to us the russian
translation of the file getting-started.xml, but he didn't have a
reviewer either.
So you both could constitute a russian translation team : if one has
done a translation, the other can review it, and vice versa.
If you're interested and if you agree, I can introduce you to him.
