When you go to <https://github.com/apache/openoffice-docs>, can you see the settings option on the right end of the menu strip (the one with <> code at the top left)?
If so, you can do those things yourself. If not, you need infra for such stuff. Or maybe you can do it in-project. Or be granted some rights.
