I keep separate the concepts of “DNS protocol” and “DNS operational 
environment”.

There is a need for guidance on how to write code for the global public 
Internet’s environment and this document would help fill that gap.  This 
document should not try to change (or clarify) the protocol as that would make 
the scope to great.

By sticking to the operational environment (as opposed to the protocol), this 
document can make use of lessons learned (hopefully documented) and system 
restrictions (contractual obligations) placed on the DNS as rational for 
setting any (recommended) parameter values.
