Sort of and Apple Safari on iOS,iPadOS and macOS is already displaying this. 
However these are very broad categories and you might want to give the user 
more information about it e.g:
- Government X has blocked this because it is something that is illegal in that 
jurisdiction
- ISP Y has blocked this because it is Malware Command and Control
- You (Or your parents) have selected to not go to social networks
And this is why we need structured errors and possibly a registry for recursive 
operators so that they can provide this information.
