I tried to nudge this document on by filing a PR: https://github.com/ietf-wg-dnsop/draft-ietf-dnsop-avoid-fragmentation/pull/40 While I can confirm it addresses my concerns raised, all proposed changes should be vetted by the authors, dnsop and the related IESG / Directorate members before being merged.
