 -> to confirm my understanding, as a registry operator, a trigger could be 
when a domain is new/being registered, and add the DS record at creation when 
bootstrap information is legit, so that the domain is *created* on the onset as 
a signed delegation.

I think we should publish it, but I also think we should publish the
NOTIFY draft at the same time so we don't have yet another thing that
requires DNS scanning.
