Thanks for catching this. The registration form page now refers to service 
names as well as port numbers (and includes information about RFC 8126 and 
early allocations):

We’ve also added a “Request an Assignment” link to the registry itself, after 
the long note: 

 

https://www.iana.org/assignments/service-names-port-numbers 

 

We understand that the experts really want user port applicants to read that 
note.

 

In the short term, we’ll add a similar “Request” link to the other registries 
that have a dedicated form. In the longer term, we have plans to make First 
Come First Served, Expert Review, and Specification Required request submission 
considerably easier once we’ve switched from XML- to database-based registries.
