the social contract for code point assignment should be openness and
transparency. that would mean nonproprietary systems documented in an
RFC. the judgement connoted by that RFC would not be recommendation
but rather clarity. the explicit recommendation should be "avoid using
this for your own signatures but be aware that some signatures will use
this and you would benefit from being able to validate those."
