Yes.
This is fairly similar to the requirement for DNSSEC support on auth
servers, and there wasn't any explicit signalling in the xfer protocol
in that case.
I think there's a meaningful difference that we expected everyone to
upgrade to DNSSEC eventually, while I expect I am far from the only person
with no plans to implement this one.
As I keep saying, it's an enormous amount of new and different mechanism
for a very narrow use case.
