There are rules for TLDs which are tighter than the general DNS requirements. I can remember when COM was looking at what names to allow in delegations and I said something along the lines of you can allow anything but if you allow something other than LDH then the person requesting the delegation needs to know that they can't use it for hostnames. After that the COM delegation rules got tightened down to just LDH and some delegations got removed.
