Could you clarify what differences you see arising?

The difference between "application" and "name resolution" seems pretty
clear to me.  A name resolution library looks up information related to a
name; an application does more.  It's a functional distinction more than a
distinction between two pieces of software.  (As Andrew notes, they can be
combined.)

In any case, this doesn't seem like a hugely critical distinction, since
the requirements on both are pretty much the same -- do the special Tor
stuff with .onion domains or fail.
