I think that's the simplest solution.  If you instead pick a record to
return beforehard, (e.g. A), then what if the QNAME doesn't have an A
record?  Do you then pick CNAME?  MX?  If you just pick the first
record, it's "fair" (doesn't privilege one RRTYPE over another) and easy
to implement.

I am also okay with including the RRSIG for the first record, if available.
