I'd think no response would be pretty much mandatory these days to avoid being a DDoS reflector. This is also consistent with rants I've seen about EDNS0, in which one of the interop problems is that old servers that don't understand it (of which there still are a few) often ignore requests that have it, making it hard to tell whether or when to fall back.
