I just submitted a draft that talks about mechanisms for populating the reverse tree for prefixes delegated using RFC3633. It's not complete (I haven't documented the format of the options, for instance), but it walks through all the scenarios that I think are relevant and (I think) completely specifies how the requesting router and delegating router should interact.
The document takes no position on whether populating the reverse tree is a good idea; rather, it provides mechanisms for service providers and site administrators to populate the reverse tree if they choose to, or request that it not be populated if they prefer. I think we got bogged down in the discussion of whether the reverse tree should be populated or not, which is an interesting discussion, and so a lot of what's in the document probably got talked about in the dnsop working group, but I don't think anyone ever wrote it down in a draft.
