There's a difference between "exercise" and test/training/etc. You do want to "exercise" on the real systems.

Not trying to be funny, but there are a number of times in the thread that I thought to myself "geez, we all have 'different' operational situations."

Every organization is more enlightened than the others in some way and vice versa.

I am not saying this to stoke any commercial rivalries but as a comment that the draft document reflect that there are a wide array of operational practices and situations. Not everyone out-sources, not everyone has high turnover. And so on.
