Sure, every DNS resolver sysadmin should follow the various trust
anchors (remember there are not only TLD) and update them when they
change. And you claim it would be operationally easier and safer than
DLV?
Not at all. However, one issue that was raised with DLV back when it
was just a bad idea was that it would reduce the pressure on parents
to sign zones. I find I have greater sympathy with this view now.
