according to http://f.root-servers.org/, there are two f-root servers in
china. if you have local contacts within china, please help us add more
root name servers there, and please help us achieve better peering at the
two sites we have (beijing and hong kong).

according to http://root-servers.org/, MOST root name servers are outside
the united states. i know from living through the transition that this
has been true for several years now. i also know that there have been
SOME root name servers outside the united states for more than a decade.

you are not helping your case by making assertions widely known to be false.

what's your actual agenda? is it just that you need to show utility for
your academic work in order to finish your PhD? if so, i can offer several
suggestions as to real problems that actually do need solutions.
