My reading is that RA is pretty much required on all IPv6 networks; it's not replaced by DHCPv6. My current plans for the DHCPv6 implementation in dnsmasq are to include a _simple_ router-advertisement feature, such that if you are running a simple SoHo router, dnsmasq will advertise it as a router and set the bit which tells hosts to use stateful auto-configuration (ie DHCP).
