My reading is that RA is pretty much required on  all IPv6 networks;
it's not replaced by DHCPv6. My current plans for the DHCPv6
implementation in dnsmasq are to include a _simple_ router-advertisement
feature, such that if you are running a simple SoHo router, dnsmasq will
advertise it as a router and set the bit which tells hosts to use
stateful auto-configuration (ie DHCP). It will be possible to switch
this off to allow more complex setups to provide alternate RA arrangements.

It sure is. If you have a favourite new feature and you want to bypass
the "Simon's spare time" and "does this interest Simon" filters, then
offers of money work.
