The fact that the printer thinks its on 192.168.100.x will make no difference to dnsmasq, (set dhcp-authoritative to be sure) but maybe your firewall rules will catch that packet? If dnsmasq isn't logging anything, it is not revceiving the the packet.

A DHCP client on an unconfigured interface should be sending packets with source address of 0.0.0.0 but my experience of printer DHCP implementations is that they are particularly buggy. (It's not HP, is it?)
