I'd always thought that this was kinda because of the way EPP is written --
not that it is actually required, but when reading the docs you see the
nameservers object and kinda assume...

I think at this point much of it is hysterical raisons.

I don't think the execution is relevant when it was obviously a bad idea in
the first place.
This is like putting rabid weasels in your pants, and later expressing
regret at having chosen those particular rabid weasels and that pair of
