"Clearly useless" is clearly overstated.  While it is certainly
debatable what the best course of action is to fit with both personal
and organizational policy goals, it has been well demonstrated that
there are practical problems with service records at toplevel
domains.  This regulation clearly has a use in trying to address that.
Please stick to arguing the merits of it rather than dismissively
hand-waving away valid concerns.
