Don't know, but I just noticed that the Contents-amd64.gz for beowulf contains files that originate from admin/systemd ... As in curl http://deb.devuan.org/merged/dists/beowulf/main/Contents-amd64.gz \ | zegrep admin/systemd$ spits out tons of hits.
