???  Why there should be a sources.list file in there? The file is
generated by the installer, and put in /target....

All the Devuan images are isohybrid, AFAIK, so they should work as if
they were cdroms.

Maybe you have a strange USB controller? You mentioned you had the
same problem with a Debian image, right?
