I did hosting in a former life and saw this all too often. It was usually coupled with technical incompetence so anything outside of what Cpanel/WHM supports won't be offered en-masse. This is like RoR hosting: you want to go with a hosting company that specializes in Django hosting and runs Django apps themselves instead of one that can only check a box in WHM and click the save button.
