My thoughts are: have you contacted the people behind either of the
sites you mentioned, to see if they have existing plans for future
expansion? I'd hate to see multiple sites go to all the trouble of
building an "all-in-one" community site, only to have them essentially
competing for mindshare. That's a no-win situation. A win-win
situation would be to try to see existing sites grow to something more
useful.

I'm not trying to discourage, I've just been involved in many
communities in the past where multiple groups each tried to get their
site out there, usually to overcome shortcomings of a similar site,
and it just ends up with a variety of sites with the same purpose and
features, but with fractured audiences and limited content.

If you've confirmed that the other two sites you mentioned are indeed
going nowhere, and their owners are unwilling to work with you, then
by all means, go ahead. I just wouldn't recommend bypassing them just
because it doesn't look like there's any progress.
