I wouldn't say it's *unnecessarily* difficult, but compared to "dump a pile of PHP files on your FTP site", it's certainly *more* difficult. Also, there are lots of super-cheap hosting services for PHP (under $3/mo, some are even free) whereas I haven't seen Django hosting for under ~$5/mo.
