Yes 0.0.0.0:8000 is correct. You would need to disable firewall for that port. In Ubuntu I used the Uncomplicated Firewall utility. You can try something like http://download.cnet.com/Windows-7-Firewall-Control/3000-10435_4-10618117.html for Windows 7
