Assuming both laptops are connected to the same local network (192.168.1.*) then it should be able to access the server.
Are you getting a page not found or are you getting an error with the URLs? My server starts up just fine with python manage.py runserver 192.168.1.149:8020 (my lan's info). If you're getting page not found I'd guess it's something related to your network (try ipconfig/all on both computers to make sure).
