I read that as: D&I don't need permission to scan a project and (potentially) report it as problematic, but projects do need permission to stop the scan. Sorry, but although I think it's a good initiative to try and reduce non-inclusive language in ASF code and documentation, it has been introduced in a way that is likely to be counter-productive. It is pretty obvious to anyone who looks at any of the projects with a high number of contentious words that false positives abound. Did no-one think to check some of the outliers why they had such a high hit-rate?
