There is no whitelist in force on the ASF confluence instance.

PS I am not on the committee and if the committee would prefer me to
handle requests like this differently please let me know. Generally,
anyone with an @apache.org address is going to get full control. Non-ASF
folks will probably start with the minimum they need for the task at hand.
