Can you resolve your problem? I meet the same situation with you .I use the OpenFlow1.3 and OVS 2.1.3. When I run the command :ovs-ofctl queue-stats s1 3 -O OpenFlow13 .The results: OFPST_QUEUE reply (OF1.3) (xid=0x2): 0 queues .I don't know why occure this situation. thanks
