The build ID note section should be added automatically by gcc during 
the > build process. What version of gcc are you using on this host? And 
out of curiosity, you aren't overloading LDFLAGS or CFLAGS are you?

I am using gcc version 4.5.3; I am not overloading any flags. Just ran the 
rpmbuild as is.

I do not see /etc/init.d/rc.d/openvswitch file either. It appears that the 
rpmbuild needs to be successful before any of these files appear. My system 
info is: RHEL 6.4 (Santiago); Kernel: 2.6.32-358.6.1.el6.x86_64


Any other clues?
