The way I have set it up, the GRE endpoints have public IP, same as that of the
access point. The IP inside the tunnel is a private one, each one from
different subnet.
I tried a couple of things. I changed the IP inside the tunnel to be on the
subnet and fixed an issue with the firewall. Now, I'm able to ping!
However, when I use IP from two different subnets inside the tunnel, it doesn't
work. I think it is something outside the scope of OVS and GRE.

Can you ping between the GRE endpoints? I suspect that your NAT rules
are not correct on both ends.
However, it also seems there is some confusion between IP address for
the endpoints and those inside the tunnel. You seem to be using them
interchangeably.
