Ideally yes. (I still think Haskell should be a killer language for CM, if someone (smarter than me, apparently) can figure out how to leverage it.)
That said, we still do editfiles-type stuff here. On research systems it's hard to take complete control of e.g. crontabs without stuffing up someone's Ph.D thesis.
