My company hosts with NTT Europe Online in Frankfurt (datacenters are from Equinix), so we're practically sitting on DE-CIX. They have also direct peering with German Telekom which pretty much covers most of Central and Eastern Europe, also Baltic and Scandinavia. So far they have been pretty satisfactory network-wise, they were even willing to change routings for us with a bit of persuasion, although we are pretty small customer (50ish machines).
