In the couple of times I've done this, I found it was helpful to ask
"How would you tell X to person Y?"  How do you tell the angry boss
she can't do that, how do you explain the website problem to the sales
guy, how do you explain to the accounting people the server will be
down for an hour, yadda yadda.  Try to get a feel for how well they
can communicate to non-geeks, since that's one of the biggest parts of
the job (and sometimes one of the hardest things to pick up, IMHO).

A slightly more unscientific assessment is to ask them to explain this
to someone non-technical:
