Only the board can call for a dissolution, and it doesn't go to the membership, it's simply a supermajority vote of the Board and then "so mote it be." And folks who run for the board are unlikely to be the folks who think it should be dissolved (although I've toyed with the idea of campaigning for election in 2016 on a "Shut It Down" platform, and trying to find a couple like-minded folks to run on that platform as well, to start stacking the deck in favor of such a move).
