My real suspicion:

Avoiding telnet "because it's insecure" has been mythologized - way beyond
where rational actors would have stopped.

Folks don't understand that it's *just fine* to use as a simple socket
tester (e.g. port 80 and port 25 and port 53 are usually unencrypted and
sniffable anyway...), so they discard it as 'bad'.  The baby goes out with
the bathwater.
