My real suspicion: Avoiding telnet "because it's insecure" has been mythologized - way beyond where rational actors would have stopped. Folks don't understand that it's *just fine* to use as a simple socket tester (e.g. port 80 and port 25 and port 53 are usually unencrypted and sniffable anyway...), so they discard it as 'bad'.
